    Abstract
This study discusses lateral flexibility and displacement ductility controls which, if observed, will ensure that frame P-delta effects never become significant and so can be ignored. The controls are shown to be
not too dissimilar from controls applied for other purposes. Thus they are tolerable. The study is linked to the New Zealand design rules. An appendix extends it to U.S. rules.
